Introduction

When looking at securing a neighbour hood it would be most persons dream that none is necessary, however in the long run those whom have been at risk, had people at risk or naturally would want some measures in place.

Now all this is well and good. However reality will drive many behaviors and deliveries of that need or want. If improperly applied it could cause discomfort and even a hostile environment. Therefore is it best to apply logic and legal means.

One of those measures that should be adopted is measuring and defining zones of risks and vulnerabilities. The naming or grading conventions can differ from application to application, however it is best to be one measure adopted by one community that is common. Where in doubt then apply known standards.

Let’s take the above neighbourhood map as an example. It is located in a popular neighbourhood.  Profile of residence is middle to upper middle class based on the current measure of that classification. The risk profile is relatively high which can be determined by many factors such as income level, apathy, lack of knowledge of the neighbours (who they are, what they are, how many of them), a imagined level of wealth (based on cars, dressing and other factors), and much more.

Methods to address

With that in mind some of their thoughts around how to approach their potential risks are to have a few measures in place. And where these measures are placed will depend on their view on zoning their risks.

When zoning their risk profile, with an area that large it may be possibly impossible to agree on the methods and locations, however they do have options on how they address their zoning.

They could go with an overall tiered hierarchy zone, segregated zoning or isolated zoning.

But assume that they go with a tiered hierarchy zone these would be the zone profile suggestions.

Level Red Zone (1 or 5) (Priority Zone)

High Risk zone, normally the ingress and egress of any community as well as high population areas. apathy (A good indicator to a neighbourhoods level of inclusion and getting along is by the level of cleanliness (garbage or leaves strewn all over is an indicator of low cooperation level hence high opportunity for theft/fire and other dangerous actions), Illegal extensions and blockages with barriers (more so if unmanned or automated without visual records and sensor triggers). These such areas will indicate that a reliance on outside help or hired help is as far as they will go. Hence you may safely create mischief and have low accountability.

Hence it is important that a neighbourhood follows the laws and indicates by its behavior and not by wanton disregard of the law with justification of self risk (especially with no data to back it up).

Level Green Zone (4 or 2) (The fringes of risk Zone)

Normally hardly anything happens if ever and most times it is totally devoid of real risks. The level of compliance by the residence is high in regards to law and neighborliness.

It is part of an extension between the important zones like red and yellow. Normally the continuity of a road,  a dead end road, and within the deep portion of the popular location but person could not do anything of importance without at least being observed or recorded that they were there hence a potential deviant.

This zone would be a nice to have coverage but cost and reach of resources could stretch it against the benefits of coverage.  Often forgotten segment till it ranks up when some events occur.

Level Blue Zone (5 or 1) Nice to cover but is covered at a distance without high visibility by other zones

This zone is the completion zone. It is where if put in place gives total coverage as well as multi angle/track view of the location to be secured. When this level of zones are achieved very little is missed in the neighbourhood.

Now this is another element of our safer neighbourhood in an open concept article. It is not said that risk will be eliminated. But if more measures are understood, developed and deployed with knowledge, open neighbourhood could become safer than locked down neighbourhoods. And it definately will increase the inclusiveness of the residents within the community.
