Malaysia has many types of neighbourhoods to cater to the different styles of living from Kampung (Everyone is a friend) to Isolation(Everyone minds their business).

From Open Concept to Close Concepts (Gated, Gated and Guarded). Lateral living to vertical living. Even with these, there are many hybrids of those possibilities.

Generally most of our neighbourhoods were lateral in nature and security was provided for by the government via its police, medical and fire services by default.

There was once a community policing based on the Rukun Tetangga system. The options have now grown to paid private security.

An interesting thing in the general lateral community is that the roads and other facilities other than the actual house, is still a public domain. Security that is manned by foreign staffs has no use/function beyond observation (Jaga Mode). They are not allowed to perform a citizens arrest as in the case of locally staffed security services.

In choosing your security it depends on the neighbour hood the type of dwelling and the legal limitations that are in place.

In most circumstances anything within your purchased premise of choice or model gives you the most liberal of choices of security measures you may employ short of lethal weapons.

You may lock with as many locks. Only legal limitation may be the fire safety laws which with some compliance can still provide you the level you desire.

You may have as many guards with the legal licencing or without depending on the duties you deploy them for.

You may have as many grills or security doors as you desire in what ever grade and manner as you prefer. Once again only fire safety may require to guide how you deploy them and to the extent you deploy them.

Technology tools like burglar alarms, cctvs, electric fencing, and more.

Monitoring and response solutions. Individually managed or commercially assisted solutions. If it is solely for your purpose and the property that you own, the measures that you can deploy are normally more permissive providing you do not encroach on the liberties of others in your ommunity.

The amount of regulation applied on you will depend on your dependency and density of your surrounding location.

Example if you were an orchard in the wild where you hold the lease (termed or open) directly with the authorities (government) you could probably build a fort with all kinds of security measures employed.

However on another example where you have a strata ownership such as in multi storey buildings, some gated and guarded communities, you may have more restrictions and demands on you to participate. You licence to be creative may be severely limited. However some level of min guarantee is there to secure some of your needs and the rest can be negotiated for collective participation and deployment.

But in similar build ups where you have individual full titles which have no caveats for participation beyond standard municipal and governmental laws your creative licence for putting in place a solution suitable to your needs may be close to the orchard owner.

In neighbourhoods and communities that we have there already is a system of security deployed and made available from the government downwards applied to the appropriate areas.

They are funding generally from tax paying people and the natural resource funds that are available within a country.

Then there are individuals that either by designs of the government or in a private capacity that secure dedicated security services and measures.

Next there are communities with the relevant limited deployment security solutions in their communities. The most common as multi storey buildings for dwelling or commercial purposes.

Then there is the exclusive communities they too have controls in place but more lavishly provided as their deployment is limited and impact on surrounding community minimal. Less interference or hindrance to the general flow of everyday life.

Over the last decade or so with the middle class community growing due to effective education and opportunities, the crime level has also increased in proportion. Possible still in the same amount in percentage but the known level does seem to cause concerns to the communities in general. As such many have now opted for gated and guarded communities.

There are also a growing number of individuals in communities that are built on an open concept working at closing the access to people in general towards a closed community concept that was approved in a limited basis. There are also many more whom are doing without approvals on the basis “ITS OK TO BREAK THE LAW concept.”

And most deployments are built on the fears of the end users, rather than the facts or realities. This is normally good for the commercial provider and not always good for the end user (normally the community).

Many other statements of prevention rather than actual solution are also bandied around for the purpose of justifying the actions, which in their own are no better than the law breakers that they are attempting to protect themselves from.

In closed communities such as those with strata titles, the approvals on the closed communities have many considerations further than the fears of the community.

There are safety, maintenance, financial opportunity requirements (If a single person or groups of persons limit people in general from the benefits of possible benefits of a space, facility for their own exclusive benefits then a fee should be charged to be returned to the community via mediums or representative that are common greater than their immediate community. (area, municipality, state, country). This could be in a form of rental or taxes.

The removal of common benefits such as road maintenance, lights, drainage, sewerage, foliages, parks and more than normally come from common or central funding. And a requirement to pay for those services if they continue or have potential to benefit from common deployment or to secure alternative services to serve those functions. By doing so the revenues or budgets redeployed for common use can benefit the people in common rather than a specific community alone.

A Sample Of a Community within Malaysia. 

This is a lateral community with full titles (either leased hold or free hold). Some have strata titles where a community is based on a full Gated and Guarded Scheme where for legal ease the title is kept as a master title with “Subtitles” in the manner of strata titles are distributed to the group of stake holders for their individual ownership of the relevant properties.

Now this is not a comprehensive view of what is contained within our nation, but it gives you a simplified view of the main components. The articles that will follow in the coming weeks and months will have more elaborate information but not necessarily complete or totally comprehensive. Also to note the may be historical parties that have evolved and as things are of a moving target, the current at time written information may evolve further to contain newer activities and parties relevant to the times in question.
